I think the public transcript said it all:

[10:42] Tim Warrhol: sorry but after 5 races and two restarts...can we take just 3:00 minutes...may ass is sore

IMHO: While the incident might have been funny, the casebook is rendered useless if it is flooded with entries like this.

On the contrary, I now know what to call out if I have to get around Tim's ass.

(In response to noodleqt, though, perhaps a slight change to the thread title to add [Humor] or [OT] would be appropriate to mark it as "fun" and not a serious discussion of Rule 19.)

I considered that, but then decided
any who thought mtw was serious,
or needed it explained,or thought
I wouldn't mix in some humor here...

I do think this casebook thing is a good idea,
and have a bunch of short citations to add once Round 8 and the Finals are well underway.
